Tobias v Abalos, 239 SCRA 106
The Constitution clearly provides that the House of Representatives shall be composed of not more than two hundred fifty members, unless otherwise fixed by law.  The inescapable import of the latter clause is that the present composition of Congress may be increased if Congress itself so mandates through a legislative enactment

Mariano v COMELEC, 242 SCRA 211

The Constitution clearly provides that Congress shall be composed of not more than two hundred fifty (250) members, unless otherwise fixed by law.  As thus worded, the Constitution did not preclude Congress from increasing its membership by passing a law, other than a general reapportionment law.

and now, this:

Sema v COMELEC and Dilangalen (G.R. No. 177597, 16 July 2008)

The Constitution empowered Congress to create or reapportion legislative districts, not the regional assemblies.  Section 3 of the Ordinance to the Constitution which states, “[A]ny province that may hereafter be created x x x shall be entitled in the immediately following election to at least one Member,” refers to a province created by Congress itself through a national law. The reason is that the creation of a province increases the actual membership of the House of Representatives, an increase that only Congress can decide.  Incidentally, in the present 14th Congress, there are 219 district representatives out of the maximum 250 seats in the House of Representatives.  Since party-list members shall constitute 20 percent of total membership of the House, there should at least be 50 party-list seats available in every election in case 50 party-list candidates are proclaimed winners. This leaves only 200 seats for district representatives, much less than the 219 incumbent district representatives.   Thus, there is a need now for Congress to increase by law the allowable membership of the House, even before Congress can create new provinces

Obama clinches nomination; Clinton seeks VP spot

By TOM RAUM and NEDRA PICKLER, Associated Press Writers 7 minutes ago

ST. PAUL, Minn. - Cheered by a roaring crowd, Sen. Barack Obama of Illinois laid claim to the Democratic presidential nomination Tuesday night, taking a historic step toward his once-improbable goal of becoming the nation's first black president. Hillary Rodham Clinton maneuvered for the vice presidential spot on his fall ticket without conceding her own defeat.

"America, this is our moment," the 46-year-old senator and one-time community organizer said in his first appearance as the Democratic nominee-in-waiting. "This is our time. Our time to turn the page on the policies of the past."

Clinton praised Obama warmly in an appearance before supporters in New York, although she neither acknowledged his victory in their grueling marathon nor offered a concession of any sort.

Instead, she said she was committed to a unified party, and said she would spend the next few days determining "how to move forward with the best interests of our country and our party guiding my way."

Obama's victory set up a five-month campaign with Republican Sen. John McCain of Arizona, a race between a first-term Senate opponent of the Iraq War and a 71-year-old Vietnam prisoner of war and staunch supporter of the current U.S. military mission.

And both men seemed eager to begin.

McCain spoke first, in New Orleans, and he accused his younger rival of voting "to deny funds to the soldiers who have done a brilliant and brave job" in Iraq." Americans, he added, should be concerned about the judgment of a presidential candidate who has not traveled to Iraq yet "says he's ready to talk, in person and without conditions, with tyrants from Havana to Pyongyang."

McCain agreed with Obama that the presidential race would focus on change. "But the choice is between the right change and the wrong change, between going forward and going backward," he said.

Obama responded quickly, pausing in his own speech long enough to praise Clinton for "her strength, her courage and her commitment to the causes that brought us here tonight."

As for his general election rival, he said, "It's not change when John McCain decided to stand with George Bush 95 percent of the time, as he did in the Senate last year. It's not change when he offers four more years of Bush economic policies that have failed to create well-paying jobs. ... And it's not change when he promises to continue a policy in Iraq that asks everything of our brave young men and women in uniform and nothing of Iraqi politicians."

In a symbolic move, Obama spoke in the same hall where McCain will accept the Republican nomination at his party's convention in September. Campaign officials, citing the local fire marshal, put the crowd at 17,000 inside the eXcel Energy Center, plus another 15,000 outside.

McCain addressed a smaller crowd by design, an estimated 600 in his audience and another 600 outside.

One campaign began as another was ending.

Clinton won South Dakota on the final night of the primary season; Obama took Montana.

He later called Clinton to congratulate her on her victory. When she called back, Obama reiterated his offer to sit down at a time convenient for her, according to his spokesman, Robert Gibbs. He said there were no plans for a meeting on Wednesday.

Only 31 delegates were at stake in the two states on the night's ballot, the final few among the thousands that once drew Obama, Clinton and six other Democratic candidates into the campaign to replace Bush and become the nation's 44th president.

Obama sealed his nomination, according to The Associated Press tally, based on primary elections, state Democratic caucuses and support from party "superdelegates." It takes 2,118 delegates to clinch the nomination at the convention in Denver this summer, and Obama had 2,154 by the AP count.

There were more on the way, including Sen. Ben Cardin of Maryland, whom party officials said would make an endorsement on Wednesday.

Additionally, party leaders readied a statement urging uncommitted superdelegates in Congress and among the ranks of governors to state their preference by Friday. Several officials said that while they wanted to unify the party quickly, they were also determined not to appear to push Clinton out of the race, particularly since she will be returning to the Senate once her presidential bid is over.

Obama, a first-term senator who was virtually unknown on the national stage four years ago, defeated Clinton, the former first lady and one-time campaign front-runner, in a 17-month marathon for the Democratic nomination.

His victory had been widely assumed for weeks. But Clinton's declaration of interest in becoming his ticketmate was wholly unexpected.

She expressed it in a conference call with her state's congressional delegation after Rep. Nydia Velazquez, predicted Obama would have great difficulty winning the support of Hispanics and other voting blocs unless the former first lady was on the ticket.

"I am open to it" if it would help the party's prospects in November, Clinton replied, according to participants who spoke on condition of anonymity because the call was private.

Clinton's comments raised anew the prospect of what many Democrats have called a "Dream Ticket" that would put a black man and a woman on the same ballot, but Obama's aides were noncommittal. "We're not in the presidential phase here. We're going to close out the nominating fight and then we'll consider that," David Axelrod, Obama's top strategist, told reporters aboard the candidate's plane en route to Minnesota.

McCain's criticism of Obama referred to a vote last year in which the Illinois senator came out against legislation paying for the Iraq war because it did not include a timetable for withdrawing troops. At the time, Obama said the funding would give President Bush "a blank check to continue down this same, disastrous path."

Obama previously had opposed a deadline for troop withdrawal, but shifted position under pressure from the Democratic Party's liberal wing as he maneuvered for support in advance of the primaries.

Bill Burton, a spokesman for Obama, responded tartly. "While John McCain has a record of occasional independence from his party in the past, last year he chose to embrace 95% of George Bush's agenda, including his failed economic policies and his failed policy in Iraq. No matter how hard he tries to spin it otherwise, that kind of record is simply not the change the American people are looking for or deserve."

The young Illinois senator's success amounted to a victory of hope over experience, earned across an enervating 56 primaries and caucuses that tested the political skills and human endurance of all involved.

Obama stood for change. Clinton was the candidate of experience, ready, she said, to serve in the Oval Office from Day One.

Together, they drew record turnouts in primary after primary — more than 34 million voters in all, independents and Republicans as well as Democrats.

Yet the race between a black man and a woman exposed deep racial and gender divisions within the party.

Obama drew strength from blacks, and from the younger, more liberal and wealthier voters in many states. Clinton was preferred by older, more downscale voters, and women, of course.

Personality issues rose and receded through the campaign:

Clinton's husband, the former president, campaigned tirelessly for her but sometimes became an issue himself, to her detriment.

And Obama struggled to minimize the damage caused by the incendiary rhetoric of his former pastor, the Rev. Jeremiah Wright, an issue likely to be raised anew by Republicans in the fall campaign.

Obama's triumph was fashioned on prodigious fundraising, meticulous organizing and his theme of change aimed at an electorate opposed to the Iraq war and worried about the economy — all harnessed to his own gifts as an inspirational speaker.

With her husband's two White House terms as a backdrop, Clinton campaigned for months as the candidate of experience, a former first lady and second-term senator ready to be commander in chief.

But after a year on the campaign trail, Obama won the kickoff Iowa caucuses on Jan. 3, and the freshman senator became a political phenomenon.

"We came together as Democrats, as Republicans and independents, to stand up and say we are one nation, we are one people and our time for change has come," he said that night of victory in Des Moines.

As the strongest female presidential candidate in history, Clinton drew large, enthusiastic audiences. Yet Obama's were bigger. One audience, in Dallas, famously cheered when he blew his nose on stage; a crowd of 75,000 turned out in Portland, Ore., the weekend before the state's May 20 primary.

The former first lady countered Obama's Iowa victory with an upset five days later in New Hampshire that set the stage for a campaign marathon as competitive as any in the past generation.

"Over the last week I listened to you, and in the process I found my own voice," she told supporters who had saved her candidacy from an early demise.

In defeat, Obama's aides concluded they had committed a cardinal sin of New Hampshire politics, forsaking small, intimate events in favor of speeches to large audiences inviting them to ratify Iowa's choice.

It was not a mistake they made again — which helped explain Obama's later outings to bowling alleys, backyard basketball courts and American Legion halls in the heartland.

Clinton conceded nothing, memorably knocking back a shot of Crown Royal whiskey at a bar in Indiana, recalling that her grandfather had taught her to use a shotgun, and driving in a pickup to a gas station in South Bend, Ind., to emphasize her support for a summertime suspension of the federal gasoline tax.

As other rivals fell away in winter, Obama and Clinton traded victories on Super Tuesday, the Feb. 5 series of primaries and caucuses across 21 states and American Samoa that once seemed likely to settle the nomination.

But Clinton had a problem that Obama exploited, and he scored a coup she could not answer.

Pressed for cash, the former first lady ran noncompetitive campaigns in several Super Tuesday caucus states, allowing her rival to run up his delegate totals.

At the same time, Sen. Edward M. Kennedy, D-Mass., endorsed the young senator in terms that summoned memories of his slain brothers while seeking to turn the page on the Clinton era.

Merely by surviving Super Tuesday, Obama exceeded expectations. But he did more than survive, emerging with a lead in delegates that he never relinquished, and he proceeded to run off a string of 11 straight victories.

Clinton saved her candidacy once more with primary victories in Ohio and Texas on March 4, beginning a stretch in which she won in six of the next nine states on the calendar, as well as in Puerto Rico.

It was a strong run, providing glimpses of what might have been for the one-time front-runner.

i am a neophyte at shopping online or here in multiply.  but after the great experience i had with angel (and diane) via her babyuno enterprise, i decided to try another multiply site which also had great reviews, both online and in print.  (i ordered organic baby bath products and deposited the amount due on the same day.)

this time, the shopping experience is kinda leaving a sour taste in my mouth. where babyuno immediately replies to your texts, this one barely even tries to make an effort.  where i didn't have to call babyuno to confirm payment receipt, this one barely even acknowledged a desperate call i made just to check if they, indeed, got the deposit i made.

bad business. bad.  and until now i have no friggin' idea if they really got my payment or not.  but i have the deposit slip to prove it, just in case.

i will know in 24 hours or less if they will prove me wrong and make my choice to shop with them worthwhile despite the non-communication.  and to think that i was planning to order more products from them.  sayang naman.

paging... paging...

UPDATE:

21 may 2008

a few hours after i posted this blog, i received a text message informing me that they had shipped the goods i ordered.  so i waited for the package today, and i got everything in good condition.

they do have great stuff.  organic and safe for baby, but definitely they don't come cheap.  for "established" multiply sellers, though, i really think their order confirmation process leaves much to be desired...

caveat emptor.

all throughout my 6-year stay in UP Law, i was surrounded by close girlfriends who decided (either by choice or by chance) to have kids while in school.  they carried their pregnancy with ease and grace.

in fact, one of my closest friends, at the height of her first pregnancy (she had 4 children all in all while in law) during our sophomore year, even had the audacity to correct judge salazar in our crim 2 class:
judge salazar:  mrs. perey, what are the elements of this crime?
lumen:  sir, it's miss perey.  (without batting an eyelash.  and she was 6 months round when this happened)

when it was time to give birth, they didn't even have to file for a leave of absence.  lumen's maximum "maternity leave" was 2 weeks, even after giving birth to twins.  lyne's too.

yet never, NEVER, did i hear them tell me or anyone else how difficult it is to be a mom...

how praning you would be watching over your baby, scared of what would happen to him in his sleep.

how exhausted you could become, lulling your baby to sleep and dozing off to sleep yourself, in the process.

how your vocal chords would refuse to sing another lullaby.

how your feet would refuse to be dragged to do another waltz.

i am not complaining.  i love rauf with all my heart.  but everyone out there should know that no matter how happy moms appear to be, EXHAUSTION is the name of the game.

and my game has barely begun.

happy mother's day to all!!!

since march 31, it's been "quick everything" for me...

quick shortened pregnancy of just 35 weeks. (oh. except for the labor part. let's not go there...)

quick recovery from CS.  (was up & about in less than 12 hours.  i refused to use a bedpan after those agonizing hours in the delivery room!)

quick meals (at the start, it was due to loss of appetite.  now, it's just because there's no time.  why is it that when i start to sit down & eat, rauf fusses & then wakes up??? must it be because he was used to eating with me for 8 months?  hehehe...)

quick forays outside the house.  (okay. just once. when i went to st. luke's yesterday for my check-up.  couldn't resist NOT texting mommy to check up on rauf.  hehe.)

quick banyo time (no yaya yet, just mommy helping us out.  hence, it's me & rauf, one on one.)

quick weight loss (oh yessss!!! i am now at 118lbs, from my pre-delivery weight of 138lbs.  and only in two, yes two, weeks!)

and most of all,

quick internet time (hence, this very short blog.)

maybe in a month or so, i'll be getting the hang of things, be less obsessive-compulsive about rauf, and be more efficient in my time management.

otherwise, spontaneity is currently the name of the game :)

after almost 33 hours of being in bed no. 2 of the st. luke's delivery room, i gave birth last april 1 at 35 weeks.  had to go through a c-section because my cervix refused to fully dilate.  (duh... wasn't due for 5 more weeks!)

seeing baby rauf (pronounced ra-OOF) makes everything worth all the moans, groans, sweat & tears.

BUT i swear i will not go through that harrowing experience ever again.

(erase harrowing experience here lest i scare all my single female friends)

my baby is still being kept under close watch at the st. luke's nursery for infections and other complications he got due to prematurity.  but thank God he's strong enough not to need to be placed inside an isolette/incubator.  despite my own need for rest, i am prepping myself for the daily visits to the nursery to breastfeed him.

and so the path to motherhood has begun.  wish me luck.

FOR THE MOMMY- (AND DADDY) TO-BE

i am writing this down to help those who, like me, are stuck with doing baby shopping duties almost-at-the-last-minute.  i am not a big spender, but neither am i a cheapskate.  i always work on a budget, so luxury items are a no-no for me.  i buy branded stuff for big purchases (like shoes and bags for me.  or in this case, baby bottles.), but i also make sure that when i buy "generic", the quality and the material are like the branded ones.

before starting to shop

for starters, i got my ESSENTIALS LIST from different sources:  i asked my co-workers and  friends who have kids for info; i copied lists from the books i've been reading (from the hips; what to expect when you're expecting); i surfed online (only to find that the useful lists that were applicable to filipinos could be found in the forums.  there's no online resource, or at least i couldn't find one).  what hurt my ego was, when i went to the baby company (that's the new baby department) of sm megamall, they gave me their own "baby essentials list."  darn...  but then again, having my own list made me feel better about shopping:  i already knew what i wanted to buy for my coming baby, so i just compared my list with the list from sm (and didn't have to pressure myself to buy everything listed down on the sm list.  it's kinda long, by the way. haha.).

so my tip is this:  when you have time, drop by baby company at any of the sm department stores and ask them for the list.  then you can go home and draft your own list to make it shorter =)  you save more time (and internet browsing time, too) that way.

where to shop

i always planned to spend on my baby.  not spend-spend, to the point that everything must be imported or expensive, but that all the stuff that i would make my baby use and wear would have to be of good quality, expense be damned as long as i got my money's worth.

for baby clothes:  for good quality and not-so-expensive (but not cheap either) tie-side shirts, i got the locally-made but with 100% cotton usa material shirts at sm baby company.  for baby's pajama sets, onesies and t-shirts, i got 2 packs at mothercare trinoma and hoarded a lot at carter's bel-air 3.

for diapers:  i have chino pino diapers, reusable gauze diapers that are pre-formed and with velcro straps, which i bought from sm baby company (they're slightly more expensive at landmark and babyland).  i also got 2 dozen plain gauze diapers from carter's bel-air, at a really low price.

for mittens, booties, socks, burp pads, bibs and blankets:  don't go anywhere else but carter's bel-air3.  same stuff being sold at the stores and malls can be found there at 30-50% off the price.

for baby bottles:  i bought a pack of 3 4oz avent bottles at sm baby company for P1,149.50.  they cost the same at baby&co.  i was really disappointed to find out that they're sold for only P980 at mothercare (trinoma was out of stock, but they had stocks daw in shangrila).  at the moment, i'm still waiting for the package from my MIL in the states for my additional avent bottle orders.  but if i find them lacking, i will definitely buy more at mothercare, or order from angel.

for bath accessories:  a bath tub i reaaaallllyyyy liked cost P1,595 in mothercare, with a bath set.  i was not-so-surprised to find a tub which looked like that tub (except for the whale-swimming-in-the-ocean sticker) in sm for only P289.75.  of course i bought the cheaper one.  a plastic tub is a plastic tub.  period.

for first aid, grooming and nursery kits:  i got the Safety 1st kits in sm baby company.  (i looked.  same price everywhere.)

for breast pumps and sterilizers:  it's cheapest to buy online (or order from the US, c/o angel.  see below.) and wait for delivery.  but if you must, the cheapest avent breast pumps and sterilizers in the philippine market, IMHO, can be found in mothercare (trinoma and shangrila).  they're cheaper than sm & landmark prices by almost P1,500.  mothercare sterilizers cost only around P2,000 compared to other brands like chicco and pigeon which are more expensive.

for other stuff:  sm baby company has everything... though by comparison, i preferred the baby company at sm north edsa to sm megamall.  the one at sm north is more complete, and the sales people more warm, helpful and accommodating.  graco cribs  are also cheaper at mothercare than at sm.  strollers too.  you just have more products to choose from at sm.  (i haven't bought mine, so i really wouldn't know yet.)

shopping notes

online.  search multiply for baby stuff and you will find a lot of online merchants selling imported baby stuff online at almost the same price in the US.  the best prices i've seen so far are at the site of angel aban-yadao.  i haven't met her but our online dialogues have been interesting.  so far, i've ordered from her a graco diaper bag.  she really has great stuff.

the caveat with doing online shopping is that you have to adjust for order and delivery time (2-3 weeks is the industry standard).  of course, if you have relatives in the US who can do the shopping for you as long as you send them the proper shopping list, by all means, go that route.  you'll save more money that way, and you are sure that the stuff you get for your baby is up to par with health and safety standards.  (i am waiting for my own package to arrive from the US.  i am filled with anticipation... hahaha...)

malls.  hands down, i'd still say you get your money's worth at sm department store's baby company.  i found out, too, that sm baby company is the SAME as baby&co. which can be found at podium and powerplant in rockwell.  for bigger products (like playpens and feeding bottles), they almost have the same price.  i don't know about the learning aids and baby toys.

please, please do not be a cheapskate and shop at landmark trinoma.  for such a spanking, new department store, i cannot understand why they have such cheap-looking baby clothes and other baby stuff on sale.

bel-air3.  went there once and it was a super sulit baby shopping trip!  the shop is Hello Baby at 48 Zodiac St., Bel-Air3, Makati.  you can call 896-4802 for warehouse schedules and look for manang vicky.

greenhills.  if you have time and the energy to go around greenhills, you can find stuff there cheaper than the malls (syempre.).  but the baby stuff you'll find there, you can find in bel-air3.  hehehe.

when to shop

don't ask me.  i am on my 8th month and i've just covered the essentials.  i am barely halfway done  =)

and finally...

who to shop with

bring along your partner, by all means.  he's the one spending, right? hehehe... but the caveat is, there will be minor discussions about some things (he wants the blue, you want the green.  he wants the chicco shampoo, you want the pigeon shampoo.).  if your patience knows no bounds, go ahead.  but if you're like me and you'd rather shop in peace, bring along a brother, sister or cousin to help you carry your basket or push your cart around.

i shopped with my mom once, and i think it's enough.  she couldn't understand why i had to buy branded baby wipes, or more clothes, or why i kept on comparing the expensive baby bottles.  her theory:  all 7 of us grew up on gerber and evenflo bottles and johnson's baby products.  and we're all okay. =)

oh.  i tried shopping with my best friend too.  no can do.  but i thank her for stopping me from buying the expensive bath tub at mothercare. hahaha.

still, it's cute and stylish and small enough for me.  it's great with calls, but not so much with text messaging (or have we just been too spoiled by nokia?).  i am definitely still struggling with the 2-letter qwerty keypad.  camera resolution is quite good, considering that it's only at 1.3 megapixels.

i'm still figuring out if i can use its other features even if i'm just on a prepaid globe line.

A CALL FOR TRUTH AND ACCOUNTABILITY
(A Statement of Members of the UP Law Faculty and Students)

We are members of the faculty and students of the College of Law of the University of the Philippines. As lawyers, educators, students of the law and citizens, we applaud the courage of Mr. Jun Lozada, who has volunteered information at great risk to himself and to his family.

We also, by this collective statement, express our outrage and indignation at the official response to the recent revelations on the NBN-ZTE controversy. We call on the concerned public officers to do what is right.

Public Office is a Public Trust. This is the core principle of our republican and democratic nation. In the wake of the initial revelations of Mr. Jose De Venecia III, Chairperson Romulo Neri and the more recent revelations Engineer Jun Lozada, the silence and inaction of the President and the Ombudsman directly violate this core principle.

Under the Constitution, the Ombudsman is an independent Office—accountable to none save the people and the Constitution. It has the power to investigate on its own initiative, which power it has not effectively exercised. The current Ombudsman's dismal failure to investigate recent exposes involving Malacanang has created a perception that she is not independent. Her recent inhibition from investigating the NBN-ZTE deal is not sufficient and does not reassure. By simply remaining in office, she still has enough influence to ensure that the current investigation goes the way of the other major investigations—nowhere.

The President's own silence on this matter is totally unacceptable. The exposes have directly implicated her. The resources of government have been mobilized to suppress the truth—the Philippine National Police, the Aviation Security Command, and the Presidential Security Group have been implicated in detaining Jun Lozada without his consent; her former Chief of Staff and the current DENR Secretary have also been implicated; members of her official family, from the DENR Secretary, the Justice Secretary, the Press Secretary, the Cabinet Secretary have all diverted time and effort to protect her and her husband. Instead of adopting a policy of full disclosure, she has allowed her former NEDA Director General and acting CHED Chairperson to keep a selective silence—when summoned by the Senate but not by Malacanang. Her Justice Secretary has indicated that a parallel investigation will focus on the key witness rather than on the possible crimes committed by those whom Mr. Lozada has named.

We now make the following calls:

First, for those in government who have been implicated by key witnesses, as a minimum response, to take a leave of absence until the controversy is resolved.

For the President and the Ombudsman, while we have asked, at the minimum, for them to take a leave of absence, we say also: resignation is always an option.

Second, for the Department of Justice to immediately terminate its investigation which, on its face, appears irregular considering that there has been no complaint filed with the Department.

Third, for those that the Constitution has vested with mandate and jurisdiction, such as the Ombudsman's Office and the Office of the Special Prosecutor, to charge and prosecute those responsible.

Fourth, for all UP ALUMNI, specially those who have graduated from the College of Law, to be faithful to the interests of our people. For those privileged to have power by appointment or election, to exercise their discretion wisely and not serve the whim or greed of others. For those who have knowledge of what is legally or morally wrong, to be courageous enough to step forward and allow justice to be served. Our patience has been tested during the past years.

Once again, we are faced with yet another scandal involving allegations of corruption at the highest levels of power. We choose not to turn a blind eye or a deaf ear, but to be active, vigilant and responsible in demanding accountability from our institutions. It is only in doing so that we may prevent anarchy.

Malcolm Hall. 19 February 2008.

MANILA, Philippines -- Student and young professionals have banded together to call the administration to "stop efforts to cover up the truth and be accountable for its immoral and corrupt acts as they pointed out the "sovereign right" of the people "to change a morally bankrupt and corrupt regime."

The 40 organizations, among them groups and student governments from major Metro Manila universities as well as schools in Mindanao and Northern Luzon, banded under the Youth for Accountability and Truth Now (Youth ACT Now), lauded Rodolfo Noel Lozada Jr., key witness in the Senate inquiry into the scandal-tainted national broadband network (NBN) deal, for exposing the alleged corruption that accompanied the now scrapped contract.

"We unite in collective aspiration to knock on the conscience of our leaders and to awaken hope in the spirit of the Filipino people to bring forth a movement for truth and social change," the youth alliance said in a statement issued Wednesday.

The student governments of Metro Manila-based law schools, under the Advocacy for Sustained Reform and Accountability (ASAR), are also holding simultaneous activities on Friday in support of Lozada, which will end in a Grand Salubong (Welcome) at the University of the Philippines in Diliman, Quezon City, where the NBN witness will be accorded a hero's welcome.

Lozada himself will be guest speaker at a 2 p.m. symposium at the Ateneo Law School in Rockwell, ASAR said in a statement.

At the University of Sto. Tomas, Lozada's alma mater, the law student council will issue its stand on the NBN issue, while at the University of the East, student leaders will launch a "brown ribbon campaign," symbolizing the Filipino people.

he's my eldest brother, and for a guy who is extremely busy in school and with other stuff that he does, he can still be counted on to perform his "brotherly" duties when needed!

his name is on everyone's lips, especially mine.  when i need a driver, companion, photographer, and all-around guy, nicx is the guy i call.  he has never let me down. never, ever...

i wonder why he has never introduced any girl to me.  i remember asking him before why i haven't met his girlfriend yet.  he only said, "te, makuri kasi pumili ha ira ngatanan.  mas maupay it diri ka nala mapili." (ate, it's difficult to choose among a lot of girls, so i'd rather not choose any one.)  ayos.

so... nicx, happy, happy birthday!!!  your future lies before you, so finish na your schooling... sige na... hahahaha...

balit, thanks for everything.  i owe you bigtime, for never giving me any problems and heartaches and disappointments (wellll, except for that schooling thing...).  i'm super proud of the person that you have turned out to be.

sana, sana you'll never get tired of being the brother and friend that you are to me.   mwa!

got this test from janjan...

Apryll, you are Balanced-brained

That means you are able to draw on the strengths of both the right and left hemispheres of your brain, depending upon a given situation.

When you need to explain a complicated process to someone, or plan a detailed vacation, the left hemisphere of your brain, which is responsible for your ability to solve problems logically, might kick in. But if you were critiquing an art opening or coming up with an original way to file papers, the right side of your brain, which is responsible for noticing subtle details in things, might take over.

While many people have clearly dominant left- or right-brained tendencies, you are able to draw on skills from both hemispheres of your brain. This rare combination makes you a very creative and flexible thinker.

The down side to being balanced-brained is that you may sometimes feel paralyzed by indecision when the two hemispheres of your brain are competing to solve a problem in their own unique ways.

take the same test here!

on my facebook account, i got a "i am right-brained" result.  so what's true???  oh well...
a quiz is a quiz is a quiz...

Clark Philippines Hot Air Balloon Festival Expected to Draw 100,000 Spectators to the Clark Zone

Clark Freeport Hot Air Balloon Festival, Clarkfield, Pampanga, Philippines CLARK FREEPORT - 01-05-08 – Prepare for a weekend of everything that flies as the Clark Freeport will be hosting the 12th Hot Air Balloon Fiesta from February 7-10, 2008.

The Hot Air Balloon Festival is the Philippines largest aviation sports event. The 12th Hot Air Balloon Fiesta is expected to outdo last year’s event, held at the Philippine Air Force area. The event hoarded more than 100,000 spectators.

Clark Development Corporation President Levy P. Laus said reports reaching his office revealed that last year’s balloon fiesta has doubled by more than 100 percent based on the more than 100,000 gate receipts collected by event organizers.

Business was also brisk during the 11th Hot Air Balloon Fiesta as concessionaires reported increased earnings due to the crowd that attended the aero sports event.

Laus said Clark’s tourism-related industries are also expected to benefit from the annual event as hotels and villas inside the Freeport and nearby Angeles City are usually fully-booked.

Aside from spectators, the 11th Hot Air Balloon Fiesta attracted 22 balloon pilots from 15 countries. Event organizers are also expecting close to the same number of participants for the February 2008 aero sports event.

Twenty one balloons are due to show-up this year with 19 hot air balloons flown by foreign pilots from the following countries: United States, United Kingdom, Germany, England, Sweden, Hungary, The Netherlands, Finland, Switzerland, Japan, Thailand, Malaysia, and South Korea. The other two balloons will be flown by Filipino pilots.

Joining this years lineup are some balloons of unique designs. These new and colorful balloons include two innovative balloons – an octopus from Japan and a tiger from Germany.

Also expected to highlight the 12th Hot Air Balloon Fiesta are the following aero sports activities: sky diving, ultra-light fly-in, airplane rally and balloon bursting competitions, aerobatic stunts, aero-modelers flight exhibition from the Aero modelers Association, helicopter fly-by and choreographed kite flying demonstrations by the Kite Association of the Philippines.

Other expected highlights of the event are mini-trade fairs, food plazas, automobile and airplane shows and exhibits, game booths, and live concerts – which were all mounted by the CDC’s Marketing Department and the Tourism and Cultural Affairs Office.

This years Hot Air Balloon Festival is to include a new and exciting addition called the “Clarksiyahan” – a “packet of activities” to be held from Feb. 8-10 at the CDC Parade Grounds. Clarksiyahan, is to feature a drag race, bikini open, spelling quiz/bee, PEP squad competition, inter-school street dancing, locators’ product selling, and the Johnny Walker rave party and fashion show.

i was on my way to the banyo this morning, barely awake, and passed dad on the computer...

dad: do you know that heath is dead?
me:  ha?  who?
dad:  an bayot ngani...  an cowboy... (the gay guy... the cowboy...)
me:  heath ledger???!!! he's not bayot!!!  i like him!
(sad, sad face follows...)

seriously, i loved heath in "10 things i hate about you."  i loved him in both "the patriot" and "a knight's tale."  and i really, really committed myself to him after "brokeback mountain."

his death sucks big time.  i can't believe it more when they say that he committed suicide...

What Your Soul Really Looks Like
You are quite expressive and thoughtful. You see the world in a way that others are blind to.

You are a grounded person, but you also leave room for imagination and dreams. Your feet may be on the ground, but your head is in the clouds.

You see yourself with pretty objective eyes. How you view yourself is almost exactly how other people view you.

Your near future is likely to be filled with great successes and accomplishments. You just need to figure out how to get there.

For you, falling in love is all about the adventure and uncertainty. You can only fall in love with someone who keeps you guessing.
